Attached is an update to Board Policy DMD(LOCAL), which clarifies the acceptance of employee resignations.

Policy DEA (LOCAL) mandates that the college president inform the Board of Trustees of any salary supplement that is funded by a gift, grant, donation, or other consideration from an outside person, including a foundation or other entity. Local policy specified that reporting would occur in October of each year. This removes that provision (on page 4 of the policy under the heading “Salary Supplements”), allowing for the reporting to occur at the time of the budget presentation.

The changes: (1) remove the provision that one-half of the leave accrued during a fiscal year must be used during that year because that provision added unnecessary complexity and (2) remove the out-of-date reference to golf course employees.
Other changes in the college’s practice are not covered in the policy manual. The date that excess vacation (vacation over the maximum allowable) has been removed from an employee’s record has been September 1 (the start of the fiscal year). It will now be January 1 (the start of the calendar year). Past practice also allowed accruals to continue after the maximum was reached. In the future, the maximum accrual will actually be the limit on vacation leave that is allowed.
The effect of the changes will be that employees are able to carry-over their 2015-16 vacation hours through December 31, 2016. In prior years this would be reset on September 1, 2016. Thereafter, the maximum accumulated hours would be capped at the amount of hours an employee may earn in a given year.
Adds a provision requiring “fitness of duty certification” in certain circumstances. Language added includes:
SERIOUS ILLESS OR HOSPITALIZATION
If an employee is absent for five (5) or more continuous days due to their own serious medical issue or misses work due to hospitalization.

This policy is being revised to allow for a new naming structure of Board of Trustees Officers. The new naming scheme changes President to Chairperson and Vice President to Vice Chairperson.
The policy is updated to reflect current procedure, which results from an automated process to award degrees.
With Update 31, FFD(LOCAL) was removed from TASB and replaced with FFDA(LOCAL).
With Update 31, DIA(LOCAL) was removed from TASB and replaced with DIAA(LOCAL).
